Filing MEIS under new Module – Is it really easy?

[vc_row][vc_column width="1/4"][vc_gallery interval="3" images="1302"][/vc_column][vc_column width="3/4"][vc_column_text]With effect from 13.09.2018, new system driven approval process for faster processing of MEIS has been launched by DGFT (as per Trade Notice no. 30/2018-19 dated 11th September 2018). Under this blog our endeavor is to explain the important points under the new module for application and processing of MEIS application through question and answer mode. Q. Under what circumstances, MEIS application would not be accepted under the new module? A. Exporters may please note that in the new module for MEIS applications effective from 13.09.2018, MEIS application would not be accepted if -
  • IEC of applicant firm is in Denied Entity List / Suspended IEC / Cancelled IEC
  • RCMC is not valid as on date of application
  • MEIS applications not as per Para 3.06(a) of HBP 2015-20,under which the applicants are required to submit MEIS applications for one financial year in one Jurisdictional regional office only
  • Shipping bills already attached in any of earlier applications and later disallowed for any reason (such shipping bill need to be re-activated before filing claims)
From the above, it can be very well understood that any non-compliances from the end of exporter would lead to non-filing of MEIS applications. Q. Is option available to collect MEIS scrip from the DGFT office? A. Yes. The applicant has to make a choice to select the mode of dispatch of duty credit scrip i.e., whether to collect from the counter of jurisdictional regional office or to be sent by post at the address specified. Q. Would all the shipping bills be eligible for automated processing by the system? A. No. Applications in which all shipping bills meet the following requirements, would be approved by the system:
  • Shipping Bills from EDI PORT - Please note that SEZ shipping bills are non EDI port shipping bills for this system.
  • Shipping Bills having Let Export date on or after 01.01.2017.
  • No shipping Bill under the application should have any of the ITC(HS) codes as listed in Annexure to Public Notice no. 62 dated 16.02.2018 and Public Notice no. 13 dated 12.06.2018.
  • MEIS applications with Total Claim value of less than Rs.2 Crore.
The system approved MEIS applications would be available for printing at the Regional offices of DGFT and would be authenticated (attested). Scrips shall be dispatched as per option selected by the applicant. Q. How would the non-automated applications be processed? A. It would continue to be processed as per the current practice through non-automated procedure. Overall, it seems that the new automated procedure would lead to faster & easier processing of MEIS applications. However, only time will tell whether it has lead to faster and easier processing of MEIS applications or not. Let’s hope for the best! Stay Complaint! Stay happy!
